Problem Statement:

The transformation to Network Centric Operations and Network Centric Warfare dictates that speed in delivering information to those who need it is more critical than ever. Lives may depend on it. It is equally critical, however, that security is not compromised in the process. Current methodologies for protecting sensitive information physically separate information systems and networks between classified and unclassified. All too often, the required information resides in systems that do not provide access to persons outside the immediate community of interest.

The National Security Institute reports the implication of this situation as follows:

"The DoD relies on information systems to support the missions of nearly every organization. In most cases today, information is protected at the highest classification level of the data in the system, the system-high level. Thus, the information is not readily accessible by persons not cleared to the system-high level, even though the information being sought may be of a lower classification level and thereby releasable to the requester. Operating information systems in this manner often results in the over-classification of data, over-clearing of personnel, and system redundancies and inefficiencies. This situation commonly exists throughout the DoD. What is needed is a means by which the actual security level of the information can be maintained and information can be appropriately protected, processed, and distributed."
What is needed is a system positioned in the network that can inspect each packet and each conversation, determine its classification level, and allow or block the transmission from traversing inappropriate classification boundaries.
